Competition Documentation for Program-Targeted Funding of Scientific and Scientific-Technical Programs for 2026–2028

 

1. General provisions

 

1.1. The competition is conducted under program-targeted funding for scientific and scientific-technical programs for 2026–2028 (hereinafter – the Competition), aimed at implementing the Addresses of the President of the Republic of Kazakhstan to the people of Kazakhstan, the Kazakhstan-2050 Strategy, the Concept of Cultural Policy for 2023–2029, and other strategic and programmatic documents.

The purpose of the Competition is to contribute to strengthening the research capacity of cultural organizations and to support scientific activities of cultural organizations aimed at addressing issues and tasks outlined in strategic program documents.

1.2. This Competition Documentation for program-targeted funding of scientific and scientific-technical programs for 2026–2028 (hereinafter – the Competition Documentation) has been developed in accordance with the Laws of the Republic of Kazakhstan «On Culture» and «On Science and Technological Policy» dated July 1, 2024 № 103-VIII ZRK, the Order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated September 25, 2023 № 487 «On approval of the list and regulations on National Scientific Councils» (hereinafter – the NSC Regulations), the Order of the Acting Minister of Science and Higher Education of the Republic of Kazakhstan dated November 6, 2023 № 563 «On approval of the Rules for basic and program-targeted funding of scientific and/or scientific-technical activities, grant funding of scientific and/or scientific-technical activities and commercialization of results of scientific and/or scientific-technical activities, as well as funding of scientific organizations engaged in fundamental research» (hereinafter – the Funding Rules), and the Order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated November 7, 2024 № 517 «On approval of the Rules for organizing and conducting state scientific and technical expertise» (hereinafter – the Expertise Rules), as well as the Protocol of the Higher Scientific and Technical Commission under the Government of the Republic of Kazakhstan dated August 8, 2025 № 10.

1.3. The Competition Documentation has been developed by the Committee of Culture of the Ministry of Culture and Information of the Republic of Kazakhstan (hereinafter – the Committee of Culture).

1.4. The total funding amount for 2026–2028 is 563 883,0 thousand tenge, including by years: 2026 – 187 961,0 thousand tenge, 2027 – 187 961,0 thousand tenge, 2028 – 187 961,0 thousand tenge, approved by the Higher Scientific and Technical Commission (hereinafter – HSTC).

1.1 Cultural heritage, contemporary culture, arts, and cultural industries of Kazakhstan;

1.2 Research on current issues in education and linguistics;

1.3 Applied scientific research in the field of culture and historical-cultural heritage;

1.4 Common history and culture, literature and language, traditions and values in the context of modernization;

1.5 Current issues of ancient, medieval, modern, and contemporary history of Kazakhstan;

1.6 Current issues of archaeology and ethnology;

1.7 Research in the field of culture, traditions, and values in the context of modernization of society and the state;

1.8 Spiritual sacred sites of Kazakhstan. Sacred geography of Kazakhstan. Regional studies;

1.9 Current issues of world history and international relations;

1.10 Interdisciplinary research in the field of culture and arts. Creative industries of Kazakhstan;

1.11 Research in the field of cinematography and arts;

1.12 Research in museum studies, librarianship, and archival studies.

 

3. Qualification requirements for the supervisor and the research group, as well as other qualification requirements that contribute to ensuring the effectiveness of programs

 

3.1. State and non-state cultural organizations, as well as educational organizations in the field of culture and arts (Kazakh National University of Arts – KAZNUI, Kurmangazy Kazakh National Conservatory, T.K. Zhurgenov Kazakh National Academy of Arts, and other organizations subordinated to the Ministry of Culture and Information of the Republic of Kazakhstan), which are accredited entities of scientific and scientific-technical activity, are eligible to participate in the Program-Targeted Funding Competition.

3.2. The formulated targeted scientific and scientific-technical program must be aimed at addressing the technical specification for the research work. No more than one program may be approved for each technical specification of the research work.

3.3. The main implementing applicant must ensure the achievement of the final results in accordance with the goals and objectives of the program. The main implementer is responsible for the full execution of the program, while co-executors are responsible within the scope of their assigned duties.

The main implementing applicant and all participants involved in the implementation of the program must be residents of the Republic of Kazakhstan.

Minimum qualification requirements for executors:

– relevant scientific or specialized higher education;

– scientific, scientific-technical, or practical experience in the subject area of the program;

– competencies in conducting research and development work.

The possession of an academic degree (Master’s, PhD, Candidate or Doctor of Sciences) is encouraged but is not a mandatory requirement.

3.4. The scientific supervisor of the program (hereinafter – Program Supervisor) must hold an academic degree (Doctor of Sciences / Candidate of Sciences) or a Doctor of Philosophy (PhD) degree or a Doctorate in a relevant field, and have at least 3 (three) years of research experience.

 

3.5. The implementation of scientific programs approved for funding must be carried out within the Republic of Kazakhstan. The Program Supervisor must be a citizen of the Republic of Kazakhstan.

3.6. The field of scientific research of the Program Supervisor and/or his/her experience in research and/or academic teaching must correspond to the direction of the scientific program.

3.7. The Program Supervisor must, since 2021 inclusive:

 

for basic and applied research:

– at least 2 (two) articles and/or reviews in peer-reviewed scientific journals indexed in the Social Science Citation Index or the Arts and Humanities Citation Index of the Web of Science database and/or having a CiteScore percentile of at least 35 (thirty-five) in the Scopus database;

or:

– at least 4 (four) articles in journals recommended by the Committee for Quality Assurance in the Sphere of Science and Higher Education (CQASHE).

 

3.8. For the Program Supervisor, all publications confirming compliance with the requirements of the Competition Documentation must be indicated, including citation indices, journal quartile (percentile), and references to publication records in relevant bibliometric databases (DOI). The Program Supervisor’s experience in managing research projects and/or scientific and scientific-technical programs (NNTP) over the past 5 (five) years is considered an advantage.

3.9. Foreign scientists and specialists may be involved in the composition of the research team.

3.10. At least 30 (thirty) percent of the research team members must be specialists, researchers, doctoral candidates, and/or master’s students who are no older than 40 (forty) years inclusive at the time of submission of the competition application.

3.11. Within the framework of this Competition, an individual may participate:

– as a Program Supervisor – in no more than 1 (one) program, and as a team member – in no more than 1 (one) scientific program;

– as a team member who is not a Program Supervisor – in no more than 3 (three) scientific programs.

3.12. Project and/or program supervisors of funded projects under the 2024–2026 and 2025–2027 competitions may participate in this Competition as Program Supervisors, according to the data of executors in the AIS NCSTE project and program database.

3.13. Expected results within the implementation of the program must be justified and substantiated in accordance with the requested funding amount.

3.14. Software, equipment, and instruments acquired by the Executor to ensure the process of creating scientific and technical products under the Agreement and at the expense of the Agreement shall be recorded on the balance sheet of the main applicant-Executor.

3.15. The level of elaboration and completion of the research stage of programs proposed under program-targeted funding for 2026–2028 is determined in accordance with the “Methodology for Determining Technology Readiness Levels and Technological Readiness of Organizations,” approved by the Order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated 10 January 2025 № 8 (hereinafter – TRL Methodology).

The applicant is required to provide relevant documents (if available) confirming the initial Technology Readiness Level (TRL) of the project in accordance with the requirements of this new methodology.

 

4. Requirements for the form and content of an application for participation in a competition for program-specific financing of scientific, scientific and technical programs

 

4.1. The application for participation in the Competition shall be prepared in accordance with Appendix 1. The abstract shall be submitted in the state, Russian, and English languages, while the explanatory note and the calculation of the requested funding shall be submitted in the state or Russian language, as well as in English.

The content of the application in Word format must be identical to the content in the information system is.ncste.kz.

4.2. The application must contain information on the program implementation period (2026–2028).

4.3. The application must comply with the selected technical specification for the research work under program-targeted funding in accordance with Appendix 2 of this Competition Documentation, with mandatory indication of the technical specification number.

4.4. The main expected research results must be proportionate to the requested amount of funding.

4.5. In order to comply with the Competition rules and confirm the scientific potential of the organization, the applicant-executor shall provide:

4.5.1. A copy of the accreditation certificate of the applicant (and, if applicable, co-executing organizations) as a subject of scientific and/or scientific-technical activity (valid at the time of application submission);

4.5.2. A copy of the document confirming the authority of the person entitled to sign the competition application (order, power of attorney, or extract from the charter);

4.5.3. In case joint work with external organizations or foreign partners is planned during the program implementation, the applicant must provide copies of letters of intent and/or cooperation agreements, or other documents confirming the participation of such organizations.

4.6. The total payroll (remuneration) fund for all members of the research group, including the Program Supervisor, shall not exceed 70 (seventy) percent of the total requested funding for the entire program implementation period (including taxes and other mandatory budget payments).

4.7. Equipment and/or software required for the implementation of the scientific program over the entire period may be procured in the first year of program implementation.

4.8. Expenses for services of third-party organizations shall not exceed 20 (twenty) percent of the total requested funding for the entire period of program implementation.

 

5. The application process for the competition

 

5.1. The applicant shall submit the application to the Committee of Culture in electronic form, certified by the electronic digital signature of the Program Supervisor, the applicant, and members of the research group who are residents of the Republic of Kazakhstan, through the information system of JSC “National Center for State Scientific and Technical Expertise” (hereinafter – the Expertise Center) at the following link: www.is.ncste.kz. In accordance with subparagraph 12) of paragraph 2 of the Expertise Rules, after the application is signed, an individual registration number (hereinafter – IRN) is assigned in the information system of the Expertise Center.

5.2. Applications shall be returned to the applicant for revision in the following cases:

1) non-compliance of the application format with Appendix 1 of this Competition Documentation and failure to submit the required documents specified in Section 4 of this Competition Documentation;

2) presence of duplication of the topic or content of the object of state scientific and technical expertise (hereinafter – SSTE) with previously submitted but not approved for funding applications, or simultaneously submitted SSTE objects;

3) non-compliance of the scientific supervisor with the requirements of Section 3 of this Competition Documentation;

4) non-compliance of the expected results with the requirements of Section 6 of the Competition Documentation.

5.3. The applicant shall resubmit the revised application through the information system of the Expertise Center within 3 (three) working days from the date of receipt of the relevant comments from the Expertise Center.

Upon receipt of revised applications from applicants, the Expertise Center shall verify the elimination of previously identified remarks. In case the applicant fails to eliminate the remarks, the Expertise Center shall return the application to the applicant within 3 (three) working days.

5.4. In accordance with paragraph 57 of the Funding Rules, a participant applying for a targeted program in applied scientific research shall be exempt from the requirement to ensure participation of a private partner with partial provision of program resources, including financial resources.

 

6. Requirements for expected results based on the results of the implementation of scientific and (or) scientific and technical programs

6.2. In accordance with Appendix 2 of this Competition Documentation, as a result of the implementation of the scientific and/or scientific-technical program, not only scientific articles but also all results of intellectual activity provided for by the selected scientific-technical specification must be fully completed and published.

Depending on the specifics of the program, the mandatory expected results include (but are not limited to):

1) a specified minimum number of articles in scientific publications (including international peer-reviewed journals and journals recommended by the CQASHE;

2) monographs, archaeological collections, and educational and methodological manuals;

3) cartographic works (comprehensive 3D reconstructions and drawings);

4) implementation acts, protection documents (patents, copyright certificates), as well as concepts for exhibitions/museum expositions.

6.3. Requirements for the Technology Readiness Level (TRL):

The implementation of scientific results, developments, and technologies obtained within the program shall be carried out in accordance with the “Methodology for Determining Technology Readiness Levels and Organizational Technological Readiness,” approved by the Order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated 10 January 2025 № 8.

Each project stage and final product shall be assessed and ensured in accordance with the specific requirements of Technology Readiness Levels (TRL) provided for in this methodology.

6.4. Acts of implementation of program results must be carried out in state and non-state cultural organizations, as well as educational organizations in the field of culture and arts, and must contain information on the achieved and/or expected socio-economic effect.

6.5. When publishing scientific works and research results (articles, reviews, protection documents, including patents, monographs, conference proceedings, forums and symposium materials, textbooks, etc.) obtained during and/or after the completion of the program, the authors must обязательно refer to the program and the funding source (Committee of Culture of the Ministry of Culture and Information of the Republic of Kazakhstan). The funding acknowledgment text in English-language publications shall be as follows:

“This research has been/was/is funded by the Culture Committee of the Ministry of Culture and Information of the Republic of Kazakhstan (Grant No. BR00000000)”, where BR00000000 is the program IRN.

6.6. The right to publish the IRN, the name of the approved program and the applicant, the full name of the Program Supervisor, the abstract of the application, the expected results, and the annual summaries of results obtained during program implementation (in printed and/or electronic form) without the consent of the applicant and/or Program Supervisor is granted to the Expertise Center.

6.7. The results of scientific research obtained within the program shall be subject to mandatory state registration in the Expertise Center in accordance with the procedure established by law.

6.8. Information support of the program, dissemination of results, and commercialization:

6.8.1. Promotion of science and openness of results

In order to promote science, ensure open presentation of research results, and enhance their potential for practical implementation and commercialization, comprehensive information activities are carried out within the program.

The applicant is obliged to ensure regular publication of information on the progress of program implementation on the official information resource (website), including data on achieved results, interim outcomes, and key program activities.

6.8.2. Regular updating of information:

Information posted on the website, including 3D reconstructions of archaeological monuments, multimedia materials, and reports, shall be updated at least once per quarter. This ensures openness of the scientific process, accessibility of research results to the public and expert community, and relevance of published information.

6.8.3. Promotion of science and dissemination of information

Research results shall be disseminated both within the academic community and among the general public. For this purpose, the publication of scientific and popular science materials is envisaged, including articles and interviews in mass media, placement of materials on social networks, as well as ensuring open access to illustrated publications (books, booklets) in electronic format.

 

7. Financing of the program

 

7.1. The implementation of programs approved for funding shall be carried out within the Republic of Kazakhstan.

7.2. Funds of program-targeted financing shall be distributed by the Program Supervisor.

7.3. Program-targeted financing funds, aimed at achieving the goals, objectives, and expected results of the application, shall be directed to expenditure items directly related to the conduct of scientific research specified in the application for participation in the competition for program-targeted funding of scientific and/or scientific-technical programs, prepared in accordance with the Funding Rules and approved by the decision of the National Scientific Council (NSC).

7.4. Inefficient and unjustified use of program-targeted financing funds shall entail the responsibility of the applicant and the Program Supervisor as established by the legislation of the Republic of Kazakhstan.

7.5. The agreement for the implementation of the program with the winners of the program-targeted funding competition shall be concluded in the form set out in Appendix 3 of this Competition Documentation, to which amendments and additions may be made in accordance with the procedure established by law. The expected results of the program specified in the agreement must correspond to the work plan and expected results indicated in the program’s technical specification and application.

7.6. The applicant-executor shall ensure accounting and reporting for the program in accordance with the procedure established by law.

7.7. The applicant-executor shall not allow deductions from program-targeted financing funds. The allocated funds must be used in full exclusively for the implementation of the goals and objectives of the program in accordance with the approved cost estimate and the requirements of the legislation of the Republic of Kazakhstan.

7.8. In the event of non-achievement of the program results specified in the technical specification, which leads to the disapproval of the final report by the decision of the NSC, the Program Supervisor shall be suspended from participation as a scientific supervisor in subsequent program-targeted funding competitions announced by the Committee of Culture until the results are achieved (the Committee of Culture and the Expertise Center shall be notified of the achievement of the results), but for a period not exceeding 2 years.

In the event of identified violations of research ethics (plagiarism and false co-authorship, duplication, appropriation of others’ data, fabrication and falsification of scientific data, etc.) or non-approval of the interim report of the program by the decision of the NSC, the Program Supervisor shall be suspended for 3 years from participation in subsequent competitions announced by the Committee of Culture.

Appendix 1

to the Competition Documentation

for Program-Targeted Funding

of Scientific and Scientific-Technical

Programs for 2026–2028

 

Application for the implementation of a scientific, scientific and technical program within the framework of program-targeted financing

 

The application consists of the following parts:

1) Abstract;

2) Explanatory note;

3) Calculation of the requested financing.

 1. Annotation

 The abstract contains a brief description of the purpose of the program, the problems it is aimed at, the main approaches to conducting research, the expected results, the relevance of the tasks solved as a result of research for the purposes of socio-economic development in the Republic of Kazakhstan, specified in the state strategic and program documents, the degree of influence of research results on the relevant branch of the economy, the sphere of public relations and (or) a branch of science, the practical significance of research results, that is, the degree of their readiness for commercialization or in any other capacity to solve urgent problems of socio-economic, scientific and technical development of the Republic of Kazakhstan.

The abstract should not exceed 800 words.

2. Explanatory note

The content of the explanatory note includes the following (tables, diagrams, diagrams referenced in the application form are included in the appendix to the explanatory note, and are not taken into account when calculating the number of words in the relevant sections and the total number of pages of the application).

1. General information

1.1. The name of the topic of the scientific, scientific and technical program [no more than 20 words].

1.2. The name of the priority and specialized scientific field.

1.3. The field and type of research.

1.4. The number of the selected technical assignment

1.5. A strategically important state task, for which a program has been developed.

1.6. The place of implementation of the program.

1.7. Estimated start and end date of the program, its duration in months.

1.8. The applicant organization of the program.

1.9. Program executors (specify the names of all entities involved in the implementation of the program).

1.10. The requested amount of program-specific financing (for the entire duration of the program and by year, in thousands of tenge).

1.11. Keywords characterizing the industry and the direction of the program for the selection of independent experts.

2. The general concept of the program [no more than 850 words].

2.1. Introductory part [no more than 250 words].

A brief description of the program idea is provided.

2.2. The purpose of the program is [no more than 100 words].

The goal is stated concisely and concretely, should correspond to the theme of the program and the strategically important state task for which the program has been developed, be achievable and reflect the nature of the solution that is expected to result from the implementation of the program.

2.3. Program objectives [no more than 700 words].

This section describes a way to achieve the program's goal through logically interrelated, sequential tasks. The list of tasks is given:

1) measurable indicators of the solution of the problem;

2) a brief explanation of the role of each of the tasks in achieving the program's goal and the relationship with other tasks and expected results of the program;

3) It is necessary to reflect the level of technological readiness of developments on a scale from 0 to 9 at the stage of application submission and completion of the program in paragraph 2.3 of Chapter 2 of Appendix 1 of the tender documentation.

4) The level of technological readiness (TTT/TRL) of expected results and developments under the program is evaluated and applied in accordance with the Methodology for Determining the levels of Technology Readiness and Technological readiness of organizations, approved by Order №. 8 of the Minister of Science and Higher Education of the Republic of Kazakhstan dated January 10, 2025.

3. Scientific novelty and significance of the program [no more than 3000 words].    

The section includes the following information:

1) the scientific background for the development of the program, the justification of scientific novelty with a mandatory review of previous scientific research conducted in the world and the Republic of Kazakhstan related to the topic of the program, and their relationship to this program (in the context, references to the literature used in the review should be indicated, the full explanation of which should be provided in section 8 "Bibliography"), (if available, indicate the preliminary results and (or) the results previously obtained by the applicant related to the topic of the program);

2) the program's relevance to the strategically important state task for which it was developed, the applicability of the results to solving a strategically important state task, the significance of the program on a national and international scale, the impact of the expected results on the development of science and technology, the expected social and economic impact;

3) scientific and technological needs justifying the importance of the program's results (if available, include social demand and (or) economic and industrial interest, and other supporting data);

4) competitiveness of the expected results of the program, their comparison with known existing analogues in the Republic of Kazakhstan and the world, experience in solving similar problems in the world, its application within the framework of the program;

5) the fundamental differences between the program idea and existing analogues or competing ideas. If the idea or the result of the research already exists in the world and/or in Kazakhstan, it is necessary to justify why investments in the program are still profitable.;

6) If one of the final results of the program is

 For example, it is necessary to describe the current state of the art in the subject area of the program.;

7) If the program is a continuation of scientific research previously conducted by the applicant or contains elements of previously funded and completed scientific research, it is necessary to clearly and concisely state the relationship of the program with previously conducted scientific research and its differences from them.

4. Research methods and ethical issues [no more than 3500 words].

The section includes the following information:

1) a description of the main scientific issues and hypotheses of the program, the rationale for the research strategy and approaches used in the program, the types of research (descriptive, correlational and / or experimental), the sequence of research;

2) a brief description of the most important experiments;

3) a description of the research methods used in the program as a justification for ways to achieve the goals, their relationship with the purpose and objectives of the program, among themselves;

4) methods of collecting primary (source) information, its sources and application to solve the tasks of the program, methods of data processing, as well as ensuring their reliability and reproducibility;

5) conditions for registration and division of intellectual property rights to the research results (it is necessary to specify which method of intellectual property protection will be chosen, to justify the choice).

 

5. Research group and program management.

The program management scheme is described, including the procedure for interaction between performers, ways to coordinate their work and make decisions on the implementation of the program.

The composition of the research group is drawn up according to table 1. Details of at least 70% (seventy percent) of the planned staff are indicated. (the main staff of the research group). For additional staff (up to 30% of the members of the research group who will be involved in the case of a grant), the table indicates their position and role in the project, the nature of the work performed and the approaches that will be applied to their selection.

All publications confirming their compliance with the requirements of the competition documentation, including the citation index, the quartile (percentile) of the publication and links to information about publications in the relevant scientometric databases (DOI), must be indicated for the scientific director of the program. It is necessary to indicate which programs he led during the 5 (five) years preceding the application date, and what results were obtained within them.

Information on publications of the core staff of the research group in the field of the program (at least 10 publications of the members of the research group in total) with a citation index and links to information about publications in the relevant scientometric databases should be provided. The names of the members of the research group should be underlined.

6. Research environment [no more than 1500 words].

The section includes the following information:

1) justification of the participation of each performer in the program, based on their role, background and contribution to the achievement of the program's goal (the performers of the program are considered subjects of scientific and (or) scientific and technical activities involved in the implementation of the program during the entire period);

2) involving third-party organizations in the implementation of the program, justifying the need to involve each organization, describing its role in the program, the nature of the work performed and contribution to achieving the goal and expected results;

3) a description of the material and technical base available to the performers (equipment, instruments, inventory, transport, buildings, structures, etc.) directly used for the implementation of the program, indicating the direction of its use and the members of the research group who have the skills to work with research equipment.;

4) key domestic and international links (collaborators and partners) used for the implementation of the program, indicating the nature and justification of their use, the use of infrastructure of other domestic and foreign organizations (laboratories) with justification;

5) Justification of mobility: (1) scientific trips and their impact on the implementation of the program, (2) periods of work based on partner organizations and their impact on the implementation of the program. For each foreign business trip, the purpose, the expected result of the business trip and the performer's contribution to achieving the program's goal are briefly indicated.

7. Justification of the requested financing [no more than 3000 words].

The section includes the following information:

1) summary calculation of the program (budget) according to Table 2. The program budget is distributed by the program supervisor in accordance with the work plan and cannot be allocated to other items of expenditure not related to this program.

The article "Remuneration (including taxes and other mandatory payments to the budget)" indicates the expenses to be paid as remuneration for work to members of the research group of the program, including postdoctoral, doctoral, master's and bachelor's students, as well as persons engaged in financial, economic and legal support, taking into account individual income tax and mandatory The pension contribution according to Table 3. The calculation also takes into account the payment of vacation pay, except for compensation and incentive payments. The article also indicates the costs of paying social tax, social insurance and other mandatory payments to the budget.

The article "Business trips" indicates all expenses related to business trips within and outside the Republic of Kazakhstan, directly related to conducting research, including participation in conferences, seminars, symposiums, trips to use the infrastructure of other organizations according to table 4 (for tickets (auto, rail, air tickets), price offers with websites of serviced companies, draft travel plan). When filling out this table, it is necessary to follow the Rules on Official business trips within the Republic of Kazakhstan for employees of state institutions Maintained at the expense of the state budget, approved by Resolution of the Government of the Republic of Kazakhstan dated September 22, 2000 No. 1428 and Resolution of the Government of the Republic of Kazakhstan dated May 11, 2008 No. 256 "On Approval of the Rules for Reimbursement of Expenses for Official business trips at the expense of budget funds, including to foreign countries."

The article "Scientific and organizational support, other services and works" indicates the costs of services purchased by the contractor from business entities, the result of which is necessary to achieve the goal of the program, including (1) services of scientific laboratories for collective use and other laboratories, (2) services of organizations of co-executors, (3) organizational fees for participation in conferences, seminars, and symposiums, (4) to patent scientific results obtained as a result of the project, (5) to publish research results, (6) purchase of analytical materials in accordance with Table 5 (attach at least one (1) price offer and/or price list for the purchased goods, works, and services). If foreign scientists and employees of other organizations involved in the implementation of the program are members of the research group, the costs of their participation are reflected in the "Remuneration" section.

The article "Purchase of materials (for individuals and legal entities), purchase of equipment and (or) software (for legal entities)" specifies all costs of materials and expenses for the purchase of equipment and software necessary to achieve the goal of the program, including chemicals, solvents, reference materials, laboratory supplies materials, spare parts for scientific research equipment, fuels and lubricants, and others according to table 6 (for purchased goods, works, attach at least one (1) price offer and/or price list to the services). At the same time, the purchase of hardware and software is not allowed for individuals.

The article "Rental costs, operating costs of equipment and equipment used for research" indicates the cost of renting premises, equipment and equipment necessary to achieve the project objective, in the absence of appropriate premises from the applicant, as well as the cost of utilities related to the implementation of the project and maintenance of premises, equipment and equipment., directly involved in conducting research according to Table 7 (attach at least one (1) price offer and/or price list for purchased goods, works, and services);

2) calculations for each item of expenditure according to Tables 3-7.

3) brief explanations of the content and calculation of the amount of each item of expenditure with mandatory justification of their necessity to achieve the goals, objectives and expected results of the program, as well as indicating the sources of price information on the basis of which the corresponding item of expenditure is calculated.

The total amount of all expenditure items is the requested amount for financing and must be equivalent to the amount stated in paragraph 1.10. of the "General information" section.

 

8. Program implementation plan

 

This section includes a detailed, consistent work plan for the implementation of the program according to table 8.

 

9. Expected program results [no more than 2000 words].

The expected results provided for in the program should not be lower than the results provided for in the scientific and technical assignment. Together, the results should provide a comprehensive solution that affects all aspects of a strategically important government task.

The results of the program are described with the indication of quantitative and qualitative characteristics and the form of implementation. The justification of the result is provided in accordance with the purpose and objectives of the program.

Regardless of the requirements of the tender documentation, the implementation of the program should ensure:

1) publication of articles in international peer-reviewed scientific journals (suggested publications for publishing the results of the program, the citation index of the publication with reference to information about the publication in the relevant scientometric database). The requirements for the number of articles based on research results are set out in the tender documentation. Each article should contain information about the identification registration number and the name of the program under which it is funded, indicating the program-specific funding as the source.

2) publication of monographs, books and (or) chapters in books of foreign and (or) Kazakhstani publishing houses;

3) obtaining patents from foreign patent bureaus (European, American, Japanese), Kazakh or Eurasian patent bureaus;

4) development of scientific, technical, and design documentation;

5) measures for the pilot implementation of the results of the program and (or) dissemination of knowledge and results obtained during the implementation of the program among potential users, the community of scientists and the general public;

6) other measurable results in accordance with the requirements of the tender documentation and the specifics of the project. Additionally, the section specifies:

1) the scope of application, target consumers, social, economic, environmental, scientific, technical, multiplicative and (or) other effect of each of the expected results in accordance with a strategically important state task, for which a program has been developed with justification;

2) the impact of expected results on the development of the main scientific field and related fields of science and technology;

3) the applicability and (or) the possibility of commercialization of the obtained scientific results.

4) other direct and indirect results of the program, indicating their qualitative and quantitative characteristics.

10. Bibliography

The section indicates the publications referred to in paragraph 3 «Scientific novelty and significance of the program». Each publication must contain the full name of the journal, the issue number, the year of publication, the page numbers, the full name of the article, and the names of all the authors of the article.

1) a plan for the partner's contribution to the implementation of the program, similar to table 9 (for applied scientific research).

 

3. Calculation of the requested financing

The part "Calculation of the requested financing" is drawn up in the form of tables 2-7, justifying the calculation of the amount requested for the implementation of the financing program, which are filled in the information system of the center of expertise.

1. General information

1. The name of the priority for the scientific, scientific and technical program (hereinafter referred to as the program): Intellectual potential of the country;

Actual problems of ancient, medieval, modern and modern history of Kazakhstan;

2.1. The purpose of the program is to develop relevant aspects of medieval history and urban culture of the population of the steppe part of Saryarka.

2.2. To achieve this goal, the following tasks are being solved:

-Study and introduction into scientific circulation of historical and archaeological data from the medieval settlement and necropolis of Bitygay. Study of the stratigraphy of burial structures from the period of the Ulus of Jochi and the Late Middle Ages;

-Conducting historical reconstructions to recreate the urban and economic-cultural model based on a comprehensive study of medieval historical and cultural monuments of the Tengez-Korgalzhyn archaeological microdistrict (Korgalzhyn district, Akmola region);

-Reconstruction of the economic and cultural traditions of the steppe urban population of the medieval period (the settlement and necropolis of Bitygay and its surroundings: caravanserais, mosques, irrigation systems, kiln-fired brick thermal structures, etc.);

-Historical and archaeological study of urban culture from the Ulus of Jochi to the Kazakh Khanates based on archaeological sources from the settlement and necropolis of Bitygay, as well as similar sites located along the banks of the Yesil, Nura, Selet, Olenty, and Kulan-Otpes rivers;

-Reconstruction of cultural and historical processes of the Middle Ages on the territory of the capital region and the Nura–Yesil interfluve;

4. Expected Results:

4.1 Direct results:

-Systematization and introduction into scientific circulation of materials from the medieval settlement and necropolis of Bitygay and its surroundings;

-Reconstruction of the economic and cultural model based on medieval historical and cultural monuments of the Tengez–Korgalzhyn archaeological microdistrict;

-Introduction into scientific circulation of factual archaeological materials obtained through comprehensive multidisciplinary study of the benchmark medieval site in the steppe zone—the settlement and necropolis of Bitygay—and creation of elements of a theoretical and documentary basis for the future development of a scientific concept of the phenomenon of steppe urban culture in Saryarka;

-Development of theoretical provisions concerning the formation and development of sedentary settlements and fortified towns in the steppe zone, as well as analysis of data in the context of medieval states;

-Acquisition of new materials based on field archaeological research conducted on the territory of the Bitygay settlement and necropolis and its surroundings.

Based on the results of the program, the following shall be published:

-at least 3 (three) articles and/or reviews in peer-reviewed scientific journals indexed in the Social Science Citation Index or Arts and Humanities Citation Index of the Web of Science database and/or having a CiteScore percentile of at least 30 (thirty) in the Scopus database;

-at least 5 (five) articles in journals recommended by the CQASHE MSHE RK;

-at least 1 (one) monograph or textbook published by foreign and/or Kazakhstani publishing houses;

-Scientific and technical products obtained as a result of the project implementation aimed at addressing key regional economic challenges (new technologies, methodologies, software, technical documentation, recommendations, scientific and technical, experimental design and pilot-industrial developments, geographical, geological, seismic, and other thematic maps) shall be implemented on the basis of the State Historical and Cultural Museum-Reserve “Bozok,” a subordinate organization of the Ministry of Culture and Information of the Republic of Kazakhstan.

-The implementation must be accompanied by a protection document, an implementation act, implementation recommendations, a license agreement, and an application for a commercialization project.

4.2 Final Result

 

Scientific-theoretical and scientific-practical results of the research:

As a result of the comprehensive studies conducted, a fundamentally new corpus of scientific data will be obtained, significantly expanding knowledge on the dynamics of historical and cultural processes in the Tengez–Korgalzhyn region and the Nura–Ishim interfluve during the Middle Ages and subsequent periods. For the first time, a holistic picture of the region’s development as an important component of the cultural and historical space of Steppe Eurasia will be formed.

The creation of a systematic historiographic and source-based framework, including critically re-evaluated archival and published materials as well as a significant body of previously unintroduced data, will not only substantially improve the level of regional study but also elevate research to a qualitatively new methodological level. This framework will serve as a foundation for further scientific studies and interregional comparisons.

During field research, a significant volume of new archaeological data will be identified, recorded, and introduced into scientific circulation, substantially expanding the source base of regional archaeology. The creation of a detailed monument mapping system with high-precision georeferencing will enable spatial analysis, monitoring of site conditions, and effective integration into the system of cultural heritage protection.

The research complex will allow a substantial revision of views on the formation and development of urban culture in the northern part of Saryarka. Establishing the system-forming role of nomadic populations in the development of settlement and urban structures will be of fundamental importance for understanding the specifics of steppe urbanization. The reconstruction of caravan routes and localization of key centers will, for the first time, present the region as an important hub of transcontinental communications.

Special scientific significance will be gained from the study of the Bitygay settlement and Golden Horde necropolises. These results will deepen understanding of social structure, burial rites, and religious and ritual practices of the population. The implementation of an interdisciplinary approach (including archaeology, geophysics, geodesy, paleoanthropology, and archaeozoology) will ensure a fundamentally new level of data interpretation. For the first time, the region will be considered as an integrated cultural and economic system comprising settlements, necropolises, caravanserais, and infrastructure elements, significantly expanding analytical research possibilities.

The inclusion of ethnographic modern-period sites in the analysis will make it possible to trace long-term continuity of cultural traditions and identify stable models of economic and cultural development. Identified interethnic interactions significantly enrich understanding of the region’s cultural dynamics in a long-term historical perspective.

Thus, the obtained results will not only significantly expand the source base and deepen knowledge of the region but will also form a new scientific paradigm for its study, ensuring integration into a broader Eurasian context and creating a solid foundation for further fundamental and applied research.

Scientific effect

The scientific and practical effect of the research lies in obtaining new reliable data enabling the reconstruction of urbanization processes, settlement systems, and transformations of burial practices of the population of the Tengez–Korgalzhyn region and the Nura–Ishim interfluve during the Middle Ages. This includes an expanded source base through the identification and introduction of new archaeological sites; refinement of cultural-chronological characteristics and typology of monuments; reconstruction of caravan routes and localization of urban cultural centers; substantiation of the role of nomadic populations in the formation of urban structures in the steppe zone; and reconstruction of burial rite evolution based on materials from the Bitygay settlement and Golden Horde necropolises.

For the first time, the region is considered as an integrated cultural and economic system based on interdisciplinary data. The creation of a GIS-based and cartographic monument database with precise georeferencing will significantly improve monitoring and protection of cultural heritage sites. The conducted work will also provide a scientific basis for developing programs for the preservation and management of archaeological heritage sites.

Economic effect

The economic effect lies in forming a sustainable basis for the development of the cultural and tourism potential of the region through the identification of a significant number of archaeological and ethnographic sites and the creation of a structured geoinformation database. This ensures effective management and preservation of cultural heritage and enables the selection of the most representative and unique sites for use in the tourism industry.

The development of tourist routes based on the obtained data contributes to the growth of domestic and inbound tourism, the formation of new economic activity centers, and increased employment in the service sector. The dissemination of research results through media resources (videos, mass media, social networks) enhances interest in the region and increases its investment attractiveness in the cultural and humanitarian sphere.

The enrichment of museum collections with new archaeological and ethnographic materials creates conditions for the modernization of exhibition activities, improvement of museum products, and increased visitor flow, directly contributing to higher revenues for cultural institutions.

In addition, the introduction of new materials into scientific circulation stimulates the development of scientific tourism and attracts external funding, including international grants, as well as interest from foreign researchers and specialists, thereby ensuring additional investment inflows into the region.

Social effect

The social effect of the research is expressed in increasing public interest in the historical and cultural heritage of the region through the identification, study, and popularization of a large number of archaeological and ethnographic monuments. This strengthens historical memory and enhances public identity, fostering a stable connection between society and its cultural past.

Engagement of the broader public through publications, museum activities, and digital media ensures accessibility of scientific knowledge beyond the academic sphere. Of particular importance is the impact on younger generations: the research contributes to youth engagement with Kazakhstan’s history, fostering patriotic awareness and respect for cultural heritage.

– Knowledge of the typology of traditional dwellings will be expanded, allowing a deeper understanding of the cultural features and historical development of the region, and will also serve as a basis for enriching museum exhibitions through new artefacts;

– The obtained results of archaeological research may be used in the development of the tourist route “Ancient Saryarka Journey,” creating opportunities for the growth and strengthening of the regional tourism cluster;

– Research on the culture and ethnogenesis of the Kazakh people will continue, including the significance and role of migration in the formation of modern Turkic-speaking ethnic groups;

– Research on sacred landscapes associated with the history of the Golden Horde and the Kazakh Khanate will be conducted.

Publication of a monograph dedicated to current issues of settlement archaeology; organization of 1 round table; obtaining 1 authorship certificate; publication of no fewer than two articles or reviews in peer-reviewed scientific journals indexed in Science Citation Index Expanded, Social Science Citation Index, Arts and Humanities Citation Index of Web of Science and/or Scopus (with a CiteScore percentile of at least 35), as well as publication of 4 articles in domestic or foreign scientific journals included in the list of the CQASHE MSHE RK.

– Scientific and technical products obtained as a result of the project implementation aimed at addressing key regional economic challenges (new technologies, methodologies, software, technical documentation, recommendations, scientific and technical, experimental design and pilot-industrial developments, geographical, geological, seismic, and other thematic maps) shall be implemented on the basis of the State Historical and Cultural Museum-Reserve “Bozok,” a subordinate organization of the Ministry of Culture and Information of the Republic of Kazakhstan.

Such implementation shall be accompanied by a protection document, an implementation act, implementation recommendations, a licensing agreement, and an application for a commercialization project.

4.2. Final Result

Scientific effect:

The introduction of advanced technological solutions into science will enable the creation of reconstructions of both burial and settlement sites. Comprehensive 3D reconstruction of archaeological monuments has both scientific and research significance, allowing for the interpretation of historical processes of the period, and applied value for the popularization of archaeological heritage, as well as the creation of brochures, illustrated books, and media publications;

Materials obtained during archaeological excavations will be introduced into scientific circulation, presented at domestic and international scientific conferences, and published in peer-reviewed national journals and conference proceedings;

The obtained materials may be used in the educational process for seminar classes in archaeology and museology, in the development of courses on the history and architecture of Kazakhstan, as well as in museum practice. The results will serve as a basis for the creation of teaching and methodological manuals such as “Archaeological Architecture: Principles of Reconstruction and Conservation of Stationary Complexes,” “Museification of Archaeological Heritage: Theory, Technology, Practice,” as well as a special course “Archaeology of the Medieval Period”;

As a result of the research, systematized data will be obtained on the types, planning features, and construction techniques of stationary structures of the Middle Ages and modern period in Northern and Central Kazakhstan. Structural elements of residential, economic, and cult-memorial sites will be identified for reconstruction within the Bozok National Park.

The obtained information will serve as a scientific basis for the creation of historical and cultural reconstructions, the development of exhibition solutions, and the integration of results into educational programs and museum practices.

Social effect:

New teaching and methodological manuals and specialized courses developed on the basis of archaeological excavations and reconstructions will contribute to improving the professional qualifications of students, master’s and doctoral students, and history educators;

The integration of complex archaeological data into educational programs and museum practice will contribute to the development of the intellectual potential of society;

Within the framework of the project, a new scientifically grounded information base will be formed for local historians, museum staff, and tour guides. This will improve the quality of professional work in the field of history and culture in the regions.

The subject of the research is traditional forms of permanent (stationary) housing construction in the steppe zone of Kazakhstan, identified on the basis of archaeological and ethnographic data.

Economic effect of project implementation:

– The creation and implementation of a tourist route covering key archaeological sites of the capital region will ensure a significant socio-economic impact through the inflow of domestic and international tourists;

– Reconstructed residential structures based on historical models with authentic medieval settings will serve as a platform for attracting tourists, including opportunities for long-term stays within the ethnographic space of the Bozok National Park;

4. Expected Results

4.1. Direct results:

The ethnographic region of the Kokshetau area will be identified.

The relationship between wintering sites (kystau) and ancient settlements will be revealed and studied based on archaeological excavations. Since Kazakh wintering sites are closely connected with settlements of the Early Saka period, Saka-era settlements will be investigated.

Saka-period settlements are considered the origins of Kazakh wintering sites and represent a key source of ancient dwelling construction traditions. The types of economic activities and aspects of daily life of Saka-period populations will be determined.

Comprehensive ethnographic information on historical figures of the Kokshetau region will be obtained, including the study of clan wintering sites, burial grounds, and stone tombstones.

Archaeological excavations of one Kazakh wintering site will be conducted. Issues related to the topographic and planigraphic location of wintering sites will be addressed.

Based on the analysis of materials, cultural and economic trends of ancient, medieval, and ethnographic-period monuments will be studied. The historical significance of the Kokshetau region will be determined, showing its development from the Saka period (when early statehood was formed) to the era of nomadic economy.

Based on sociological research, oral folklore of the Kokshetau region will be collected, including zhyrs, dastans, legends, and oral narratives.

Within the framework of interdisciplinary research, traditions of daily life, culture, and features of residential construction techniques in the ancient, medieval, and ethnographic periods of the Kokshetau region will be identified.

Publication outputs (mandatory):

A scientific monograph dedicated to a historical figure of the Kokshetau region will be prepared.

At least 2 (two) articles or reviews will be published in peer-reviewed scientific journals indexed in Science Citation Index Expanded, Social Science Citation Index, Arts and Humanities Citation Index of Web of Science, or in Scopus with a CiteScore percentile of at least 35.

4.2. Final Result

The ethnoarchaeological research project of the Kokshetau region is aimed not only at the traditional study of ethnoarchaeological sites but also at the application of modern research methods. From a scientific perspective, comprehensive ethnoarchaeological studies in the Kokshetau region have not previously been conducted. The materials studied earlier do not allow for a clear determination of the role of the Kokshetau region in the history of Kazakhstan and, in a broader context, in the history of the Eurasian steppe.

Ethnoarchaeological research is primarily focused on the study of wintering sites, necropolises, and stone tombstones. However, the integration of Saka-period wintering sites into the research, when examining dwelling construction traditions, provides significant opportunities for addressing issues of construction technology and its evolution. This is due to the fact that the historical and cultural processes characteristic of the forest-steppe zone retained their main features both in the Saka period and in the ethnographic era. This issue is currently one of the key research problems in the northern regions.

The study of Kazakh wintering sites is also an important scientific issue not only from a historical but also from a political and ideological perspective, as it allows for the demonstration of the autochthonous origin of the Kazakh people. Addressing this problem will show that prior to the arrival of the tsarist administration, Kazakhs already had their own construction traditions. Within the framework of the project, the similarity between the construction techniques of early nomads and Kazakh dwellings of the ethnographic period will be demonstrated. Scientifically, it has been established that Kazakh wintering sites were sometimes built directly on the locations of Saka settlements. This indicates the continuity of the economic and cultural system that had developed over centuries in the consciousness of the local population.

To date, stone tombstones in necropolises have remained outside the scope of systematic scientific study. Their systematic identification, introduction into scientific circulation, and publication in academic works will confirm that Kazakhs independently created funerary monuments without external influence, and that there was a tradition of stone craftsmanship and local artisans. This is an important proof of the existence of a unified cultural environment among the Kazakhs of that time.

The collection of local ethnographic data must be carried out in a timely manner while elderly bearers of traditional knowledge are still alive. This is particularly important for preserving ethnographic information related to the 1940s–1950s. Therefore, it is necessary to collect as many oral traditions, narratives, epic works, and other forms of intangible cultural heritage of the Kokshetau region as possible.

The results of the program will allow for the systematization of ethnographic materials of the Kokshetau region and the resolution of a number of key scientific issues.

From an economic perspective, the study of sites associated with historical figures will allow their transformation into cultural and historical tourism objects. The new materials will contribute to fostering patriotism, preparing scholarly works on regional history, and enriching museum collections with artefacts discovered during excavations.

Scientific and technical effect

Interdisciplinary integration: Formation of a new methodological framework through the combination of archaeology, ethnography, and natural sciences (paleoanthropology, GIS technologies).

Digitalization: Achieving a new level of historical data preservation through the creation of 3D models and digital mapping of the monuments of the Kokshetau region.

New data: Introduction into scientific circulation of new data on the interaction between nomadic and sedentary cultures of Northern Kazakhstan.

 From the Minutes of the meeting of the National Scientific Council on the priority area "Research in the field of social sciences and humanities", we have concluded this agreement (hereinafter referred to as the Agreement) on the following:

 

  1. 1.      Subject of the agreement

1.1. The Contractor undertakes to provide Services for the implementation of scientific research under the budget program 046 "Applied scientific research", the specifics of 154 "Payment for research services" on the topic: "___________" ( hereinafter referred to as Services), according to the schedule of work given in the appendix to this The Contract, which is an integral part of it, and the Customer undertakes to accept the Services rendered and pay for them under the terms of this Agreement, provided that the Contractor properly fulfills its obligations under the Contract.

1.2. The content and deadlines for completing the main stages of the implementation of scientific research on program-targeted financing are determined by the schedule of work given in the annex to this Agreement, which is an integral part of it, and must comply with the Contractor's competitive application for program-targeted financing.

1.3. The documents listed below and the conditions stipulated in them form this Agreement and are considered an integral part of it.:

2. The total amount of the Contract and the terms of payment

 

2.1 Financing is provided under program 046 "Applied scientific research", specific 154 "Payment for research services", the total amount of the Contract is _____. According to subparagraph 24) of Article 394 of the Code of the Republic of Kazakhstan dated December 25, 2017 "On Taxes and other mandatory payments to the budget", these Services are exempt from value-added tax.

2.2 Payment for Services is made in the following order: prepayment in the amount of 30% of the total amount of the agreement is made within 20 (twenty) business days from the date of signing the Agreement, the remaining amount in the amount of 70% as the Contractor delivers and the Customer accepts the Services provided, formalized by acts of Services rendered, taking into account the proportional repayment of the amount of the advance paid. In the case of interim acts of Services rendered in accordance with the technical specification and calendar plan, payment is made in proportion to the volume of Services rendered, taking into account the proportional repayment of the amount of the advance paid.

2.3 Source of funding: The Republican budget.

2.4 The Contractor's Services are financed from the Customer's current account in accordance with the Customer's payment orders and signed acts of services rendered, taking into account the repayment of the advance paid.

2.5 In case of termination of the Services by agreement of the parties or due to the fault of the Customer, the latter is obliged to reimburse the Contractor for the actual costs incurred as stipulated in the contract price.

  1. 3.      3. The order of delivery and acceptance of works

 

3.1. The Contractor shall submit to the Customer interim acts of services rendered upon the completion of the work, final reports on the implementation of scientific research in one copy no later than November 25 of the relevant year.

3.2. The Contractor submits to the Customer an act of Services rendered with a scientific report, as well as expenses directly related to conducting the initial research according to the calendar plan.

3.3. The Customer, within 10 working days from the date of receipt of the act of Services rendered, sends the Contractor a signed act of Services rendered or a reasoned refusal.

3.4. By the decision of the Customer, the discrepancy between the results of the Services provided and the calendar plan is formalized by a bilateral act with a list of necessary improvements, after which the Contractor is obliged to make the necessary corrections and improvements within the time limits agreed by the Customer without additional payment within the contractual price.

3.5. The Service is considered to have been provided under the conditions of full delivery by the Contractor of the Service to the Customer in exact accordance with the calendar plan.

  1. 4.      Obligations of the Parties

 

4.1. The Contractor undertakes to:

1) to ensure the full and proper fulfillment of the obligations assumed under the Agreement;

2) when fulfilling their obligations under the Agreement, ensure that the Services provided comply with the schedule to this Agreement, which is an integral part of the Agreement.;

3) at the first request of the Customer, provide information on the progress of fulfillment of obligations under the Agreement.;

4) compensate the Customer in full for the losses caused to him caused by improper fulfillment by the Contractor of the terms of the Contract and/or other illegal actions;

5) in accordance with the Rules for issuing an invoice in electronic form via the electronic invoices information system and its form, approved by Order No. 370 of the First Deputy Prime Minister of the Republic of Kazakhstan - Minister of Finance of the Republic of Kazakhstan dated April 22, 2019, after the Customer approves the act of Services rendered, issue an invoice in electronic form through the electronic invoice information system and its form.

4.2. The Contractor has the right:

1) require the Customer to pay for the Services provided under the Contract;

2) for the early provision of the Services specified in the annex to the Contract, having agreed in advance with the Customer on the terms of performance.;

4.3. The Customer undertakes to:

1) upon identification of discrepancies in the Services provided, immediately notify the Contractor in writing;

2) to make the payment in accordance with the procedure and terms established by this Agreement.

4.4. The Customer has the right:

1) check the quality and timing of the Services provided;

2) in case of early provision of Services, the Customer has the right to accept the Services ahead of schedule and pay for them in accordance with the terms of the Contract. Refusal of early provision of Services is allowed in cases where it is not possible to accept it.

 

  1. 5.    Checking the Services for compliance with the technical specification and the schedule of work

 

5.1. The Customer or his representatives may monitor and verify the Services provided for compliance with the schedule of work (appendix to the Contract). The Customer shall notify the Contractor in writing and in a timely manner of its representatives designated for these purposes.

5.2. The services provided under this Agreement must meet or exceed the standards specified in the schedule of work.

5.3. If the results of the Services provided during the inspection are found to be inconsistent with the schedule of work (annex to the Contract), the Contractor shall take measures to eliminate inconsistencies with the schedule of work, without any additional costs on the part of the Customer, within 5 working days from the date of inspection.

  1. 6.         Warranty

 

6.1. The Contractor guarantees uninterrupted, high-quality and timely provision of Services to the Customer.

6.2. The Contractor guarantees gratuitous correction of errors, defects and other inconsistencies of the services provided to the technical specification and the schedule of work (Appendix to the Contract).

6.3. The Customer is obliged to promptly notify the Contractor in writing of all claims related to this guarantee, after which the Contractor must take measures to remedy the deficiencies at its own expense, including all related costs, within the time period specified by the Customer in the notification.

6.4. If the Contractor, upon receiving the notification, does not take appropriate measures to remedy the deficiencies in a timely manner, the Customer has the right to apply sanctions and measures to remedy the deficiencies at the Contractor's expense and without prejudice to other rights that the Customer may have under the Contract with respect to the Contractor.

  1. 7.         Liability of the parties

 

7.1. The Contractor is responsible for late and poor-quality performance of Services under this agreement.

7.2. In case of non-compliance by the Contractor with the deadlines for the provision of Services under the Agreement, the Contractor pays the Customer a penalty in the amount of 0.1% of the cost of Services not rendered on time for each day of delay.

7.3. In case of non-compliance of the results of the services with the schedule of work, the Contract may be terminated unilaterally by the Customer, and the Contractor undertakes to compensate the damage incurred by the Customer within one month in the amount of funds transferred under the contract with the payment of a penalty in the amount of 0.1% of the total amount of the contract.

7.4. One of the Parties may terminate the Agreement at any time due to the inexpediency of its further implementation by sending a corresponding written notification to the other Party. The notification must specify the reason for the refusal to perform the Contract, as well as the effective date of termination of the Contract.

7.5. In case of misuse of funds financed by the Customer for the provision of targeted financing services, the Contractor shall, within one month from the date of establishment of this fact, pay the Customer a penalty in the amount of funds not used for the intended purpose.

7.6. The Parties shall not bear any property or other liability for full or partial non-fulfillment of obligations under this agreement if they prove that proper fulfillment proved impossible due to force majeure (natural disasters, war, etc.), i.e. extraordinary and unavoidable circumstances under these conditions.

7.7. At the request of the Customer, the Contractor is obliged, at its own expense and at its own expense, to eliminate the shortcomings in the provision of Services due to its fault within the time period agreed with the Customer. In case of failure to eliminate the specified deficiencies (defects) within the time period agreed by the parties, the Contractor pays the Customer a penalty in the amount of 10% of the cost of the Services to be corrected.

7.8. If one party fails to fulfill its obligations under the Agreement, performs them improperly or refuses to fulfill them, it is obliged to compensate the other party for the losses caused by this.

7.9. Payment of sanctions does not release the parties from fulfilling their obligations.

7.10. The Contractor is not allowed to transfer, either in whole or in part, its obligations under this Agreement to anyone without the prior written consent of the Customer.

 

  1. 8.         Term of the agreement

 

8.1.   8.1. The Agreement comes into force after its registration in the territorial division of the Treasury of the Ministry of Finance of the Republic of Kazakhstan. The term of the agreement is ______. 8.2. The Agreement is drawn up in two copies in Kazakh and Russian, one copy in each language for each of the Parties.

 

  1. 9.         Notifications

 

9.1. Any notification that one party sends to the other party in accordance with the Agreements is sent by paid registered mail or by telegraph, telex, fax, fax or via a web portal.

9.2. The notification takes effect after delivery or on the specified effective date (if specified in the notification), depending on which of these dates will come later.

  1. 10.     Force majeure

10.1. The Parties are not responsible for non-fulfillment of the terms of the Agreement if it was the result of force majeure circumstances.

10.2. For the purposes of the Agreement, "force majeure" means an event beyond the control of the Parties and of an unforeseen nature. Such events may include, but are not limited to: military operations, natural or natural disasters, and others.

10.3. In the event of force majeure, the Contractor shall immediately send the Customer a written notification of such circumstances and their causes. If no other written instructions are received from the Customer, the Contractor continues to fulfill its obligations under the Agreement, as far as is appropriate, and searches for alternative ways to fulfill the Agreement, regardless of force majeure circumstances.

  1. 11.     Resolution of disputes

 

11.1. The Customer and the Contractor must make every effort to resolve, through direct negotiations, all disagreements or disputes arising between them under or in connection with the Agreement.

11.2. If, after such negotiations, the Customer and the Contractor are unable to resolve the dispute under the Agreement, either party may request a resolution of this issue in accordance with the legislation of the Republic of Kazakhstan.

 

  1. 12.     Additional Terms and Conditions

 

12.1.        Taxes and other mandatory payments to the budget are payable in accordance with the tax and customs legislation of the Republic of Kazakhstan.

12.2.        Any changes and additions to the Agreement are made in the same form as the conclusion of the Agreement.

12.3.        The transfer of obligations to one of the Parties under the Agreement is allowed only with the written consent of the other Party.

12.4.        In the part not regulated by the Agreement, the Parties are guided by the legislation of the Republic of Kazakhstan.

12.5.        The place of legal proceedings is the city of Astana.
